  • The Catalyst Program focuses on helping firms secure Phase I and Phase II funding. The Transition Program, by contrast, supports companies that have already received Phase II funding and are ready to scale into Phase III federal procurement, commercial sales, or investment.

  • No. The program is fully funded by the State of Minnesota and the U.S. Small Business Administration. There is no fee for eligible companies.

  • Phase III refers to the commercialization phase of the SBIR/STTR program. It does not involve additional SBIR/STTR funds, but may include:

    • Sole-source federal contracts
    • Government procurement outside SBIR/STTR
    • Private sector sales
    • Licensing agreements or partnerships
