The Catalyst Program aims to bridge the gap between research and practical application, ensuring that innovative technologies or inventions have a real-world impact and are financially viable. SBIR/STTR Catalyst Program plays a crucial role in supporting small businesses throughout different phases of their projects, spanning Phase I, Phase II, Fast Track, Direct to Phase II and/or Phase IIB.

We evaluate projects based on technical feasibility, market potential, commercialization strategy, innovation, and technical risk; a comprehensive approach to supporting innovative ideas and products. By supporting projects across multiple phases and agencies, the Catalyst Program aims to provide small businesses with the necessary resources and guidance to accelerate their research and development efforts and increase their chances of commercial success.  The Catalyst Program supports all phases:

Phase I: This phase typically involves feasibility studies. Small businesses receive funding to conduct research and prove the concept’s technical feasibility. At the end of Phase I, businesses should have a clear understanding of the project’s potential for commercialization.

Phase II: Building upon the Phase I results, Phase II provides additional funding for continued research and development. The goal is to further develop the technology, product, or service towards commercialization. A commercialization plan is required as part of the application.

Fast Track: Fast Track allows small businesses to apply for both Phase I and Phase II funding simultaneously with a clear milestone at the end of Phase I. The Fast Track option is a streamlined process for certain projects where there is a clear research and development path from Phase I to Phase II. A commercialization plan is required as part of the application.

Direct to Phase II: Some agencies offer Direct to Phase II awards, skipping Phase I for projects that have already demonstrated feasibility and promise. A commercialization plan is required as part of the application.

Sequential Phase II (Phase IIB): This phase may involve further development and commercialization efforts, often focusing on transitioning the technology or product into the market. A commercialization plan is required as part of the application.

Phase III: This is the commercialization phase whereby the firm can seek commercial customers, and/or sole-source government contracts based on the product or service developed under the previous SBIR/STTR efforts.
